سلام وقت بخیر
متاسفانه اوبونتو ۲۴ اجازه نمیده پکیج های پایتون بصورت گلوبال نصب بشه و حتما باید در venv این نصب انجام بشه
پیشنهاد میکنم از نسخه ۲۲ استفاده کنید
